Moddable Ruler Turns

MODDERS: Create your own custom ruler turns.
To make your own ruler turns, add a XComRISM.ini to your mod.

In there:
[RulersIgnoreShadowstepMovement.RISM_X2AbilityTrigger_DLC_Day60OnAbilityActivated] +RISM_Info=(AbilityName=StandardMove, PerkName=none, EffectName=Shadowstep, IgnoreChance=90) [RulersIgnoreShadowstepMovement.RISM_X2Effect_DLC_Day60TurnStartRemoveActionPoints] +iFreeActionPoints=1

This means: If a unit with shadowstep moves, don't give the ruler a free turn in 9/10 cases.
To balance this out, give the Ruler an additional Action Point on the Alien Turn.
