I have this mod as Priority 1 in my mod list, however i'm seeing dinos above 1000, even after dino wipes and world resets. single player.

my mod cant give dinos above 1000

Is there any way to change the engram points for your mod, they were a lot lower then what i had on my server before the mod, and now i have negative engrams for some players that wanted the level boost.

Do you create a new Character?

Yes and no. People who have existing characters now have negative engrams since you have it 3 per level instead of the 50 per and 150 per level i had it at. They cannot learn new engrams and are in the negatives by a few thousand. you have it quite low for the engrams and no way to increase the engram per level amount

When i put this mod in my server, dont happens anything!
The players get lvl 300 = OK
The dinos still lvl 1-5 = It is the only mod in the server and still happens
