Very well might be the reason, but typically hosts and hosts alone select games options. I thought, and I could be wrong, this menu did appear in earlier iterations of the mod on MP. We just want to turn off the crisis events, they only target the host and they just ruin every game we play.
Difference is that, with the way I believe the scripting for the options function in STNH, it's not host specific, so I imagine trying to get both games to sync with the options was just not working out for them...
It's honestly the only reason that I could see as to not having them in there...
