If it was a new weapon,these are the stats I would like it to have:

Pros:
+20% damage per hit,up to 100%
On hit cause bleeding
+15% movement speed when equipped

Cons:
Bleeding damage is reduced in half
On miss:Take 10% more dmg up to 50%
On miss:resets the damage boost

I think:

+25% Damage
On hit: Cause Bleed
+20% Healing from Health Packs

-20% Healing from other sources
On miss: Your next hit swings 50% slower

Positives
+100% faster switch-to-speed
+marks cloaked spies (invisible + disguised) for 5 seconds
+bleeding on target for 3 seconds
+20% faster swing speed

Negatives
-50% slower switch-from-speed
-50% less Damage

hidden stats
+uses stock tauntkill

You can switch very fast to melee to attack classes like scouts and spies. You can mark Spies so your teammates can chase them.

(+) 20% More Damage
(#) Critical Hit from Behind
(~) 25% Less Swing Speed
(~) No Random Crit's

couldn't be added and would suck as heavy but because of the name what about:
+slicing a medigun healing beam would stop the healing for 4 seconds
+slicing a projectile in time would reduce it's incoming damage by 50%
+40% swing speed
-45% less fire rate

+25% speed while weapon is out

Longer melee range is broken and shouldnt be in the game.

+Alt-click: Perform a puncture stab, inflicting a mini-crit if the target is bleeding. [animation is slightly slower]

-This weapon deploys 40% slower.

+Secondary fire: blocks 60/70% of the damage dealt by a melee attack (front only?)
+When blocked:the enemy bleeds for 4/5 seconds
-The secondary fire 15/20% slower
-25% damage dealt/-No random critical hits
