Age of Decadence and Natural Disaster?
What are the best ways to deal with these two events, for Age of Decadence it seems to be random or because of low legitamacy, and the Natural Distaster based on the year of 1520 and ends in the year 1650 unless you get the Eight Banners thing, which I have no idea how to get.

In my YAN playthrough I just made sure I kept having a high legitamacy. Decadence is quite broken though.
The banners are gettable as manchu tribes early on not sure about the rest of china.
However the natural disaster event isn't that bad you just get a few slight debufs and you need to pay some money sometimes. I just ignore it.
