A possible skin instead?
Just like the title suggests, this could be a nice skin for the scattergun considering if Valve even takes TF2 skin models.

reserve shooter and crit-a-cola are unbelievably overpowered
dead ringer and short circuit are pretty overpowered
phlog and axtinguisher are severely underpowered
sun on a stick and volcano fragment are useless

there's already 156 weapons in the game, they don't need to add more.
you know the last weapons they added? the air strike, classic, tide turner, base jumper, and panic attack. how many of those are considered good weapons? none of them.
besides, a laser scattergun's stats can only be horrendously overpowered or horrendously underpowered
