Questions & Clarifications: Local Regions
So, I have a game going as the Vampires, and now I'm about to start establishing my foothold. I'm not really clear on a few details and terminology, and after an hour or so on Google I decided to finally just come ask.

1) "Local Region" means only the land tied to that settlement, and NOT the entire province? So building a Balefire at Castle Templeholf increases attrition *only the CT area*, and I would need to build another Balefire at Fort Ob to increase attrition there?

2) Do the Armory bonuses stack factionwide? Provincewide? Apply only on recruitment or statically?

3) Does increased Attrition stack with reduced Movement Speed, or does the enemy simply take less attrition per turn because they aren't moving as far each turn?

I mainly ask because I'm not sure if I should focus on putting Attrition modifiers on single large settlements to maximize efficiency, or if I can actually put 1 Forest+1 Balefire(+1 Doom Forest w/ 5% Attrition) combo in every province to ensure MAXIMUM ATTRITION.

Basically, is strategically placing attrition for maximum effect better, or only trying that on large lands and otherwise focusing on Walls+Gibbet+Armory+(special building/Balefire) as a settlement standard?
