Ok, I'm posting this here to avoid cluttering the comments field, and I don't now if I can post imaged in the comments either. I have a storm grate that is under the water, but the info pane says it's elevation is 132.1 and the Water is 0.0.

Inlet

The outlets are a couple of the bubble up type, located at the bottom of a retention pond that I dug out on the other side of the highway. I made the base of the pond at the 100m elevation using the level tool in More Landscaping Tools. The Invert of these is 101.1, and again, water is 0.0. I would expect that here because the pond has no water in it. However, these are clearly below the inlet's elevation. I created a special district containing only this one inlet and these two outlets, but the inlet is still "Not Operating"

What am I doing wrong here? And what is the "invert" and "soffit" of the outlet. I don't know what those terms mean here.
