City districts

Using city districts to group storm drains and drainage basins, etc., just feels wrong.

Suggestion 1: Implement a custom district tool. The game can handle 128 districts, and there is obviously a mechanism for defining district categories or types (eg. city, industry, park, etc., and even then there is also a way to sub-class those, eg. amusement park vs nature reserve park). Furthermore, with custom district type, you could show terrain height lines while painting the district.

Suggestion 2: Custom pipes. Just as there are water vs. hot water pipes, could we add "only/plus drainage" variants of those pipes? Imagine being able to literally connect culverts to each other :D Or I could have something that swallows a stream and runs it under some part of the city to emerge on other side (a tunnel for water)...

Individual drain props

On big highly detailed cities, the prop limit becomes an issue.

This is most notable in the case of roads. Also, many roads (such as "UK Roads Revived" packs in workshop) already have drain decals on them and it would be a PITA trying to align custom props over the top of those existing drain decals. Also, propping the roads is too much micromanagement IMO.

Suggestion: Have mod settings that set drainage for road segments based on UI category: Small, Medium, Large, Highway.

Customising water sources on existing map

Would be useful if there was some way to customise existing water sources on a map, for example to tweak their output and also specify how they should adjust during storms.
