Building is Flooding Notification
Even with more than adequate drainage, even small storms cause buildings to constantly pop up with the "Builing is Flooding!" alert when even the littlest bit of water touches them. Of course, this goes away as soon at the water is drained, but the polling time on storm drains makes this annoying.

Is there a way to fix this? Some way to increase the "tolerance" on buildings and roads before they complain about flooding? It's really frustrating to buildings operate at reduced capacity (or even not at all) just because of a little shower, especially when my drainage system can more than handle the load.

Huh I didn't know that buildings operate at reduced capacity with the Building is Flooding problem. I knew they stopped working and will be abandoned with Building is Flooded problem.
I'll look into it when I have time, but it may be awhile. It will also most likely require detouring unless I cycle through roads and buildings and do my own checks, but that will affect performance.

For detouring, you might want to talk to Bloody Penguin and/or Boformer about how to best go about it without breaking the popular mods. I've spoken with them both on many occasions and they're quite friendly, especially to other coders/modders (aspiring or otherwise).
Just want to follow up that I am having the same issue.

As above. Wanted to let you know I have the same issue. I don't mind a small paycut, but when I drop deep into the negatives whenever it rains it hurts...

I had a 11k surplus turn into a -3k deficit during a rainstorm. I have terraformed drainage basins, many many sewer inlets, electric force pumps, underground storage tanks, etc. I put more care into this system than all other utilities combined. I'm using quays to drive the water pumped out to the ocean.

Still having trouble on large cities. It pretty much shuts down completely. :/

@=ADK= n0ttsweet Wow, honestly I never manages to test this with a large city. I will have some time to look into it this weekend. Maybe I'll figure out how to fix it. I'm just curious, but can i see a(some) screenshot(s) of what you've created? Either a link here or to csrainfall@gmail.com

I talked to propane dragon and BloodyPenguin about this and they both thought fixing the roads would conflict with the traffic mods. The building version may not conflict with any major mods, so I'm going to look into that. However, I played for several hours this weekend, and I found that if you build all of your zoned roads below existing ground then you don't generally run into this issue. I was doing 4u-6u below existing ground but I would expect 2u-3u to work fine. I think the game determines the water level and then compares it to the existing ground (before construction even if there is a building or road there). If 0 < Height Difference < 1 then it does "Building/Road is Flooding", if Height Difference >= 1 then the "Building/Road is Flooded". I think building below existing ground gives you several more units of flooding before the problems are triggered. I still want to look into the detour, but If you start a new city and build it this way then you may not run into this issue as much.

If you are also subscribed to Traffic Manager PE then you will have increased road tolerance to flooding while using both mods already. Next update should include increased flood tolerance for buildings and roads with or without TMPE.

I stopped playing for awhile, but this tip about lowing streets below ground is great. I'll try that!

The lowering streets thing is no longer necessary, because i did build in better flood tolerances for roads and other networks.
