I was considering whether or not we should delegate the leadership to a prime minister at the start. But my current train of thought is that Rome is a fairly backward absolute monarchy, just continuing the political system it had during the 1800s, which contributed to its general dilapidated state. The political NF tree I've been working will offer methods of changing from absolutist monarchy to other forms of government, which should include a stronger absolute monarchy ("Prussian Constitutionalism" for lack of a better term), full republic, constitutional monarchy, fascist monarchy (similar to how Italy works at current, I believe), fascist theocracy, fascist republic, and communist republic.
If you have any suggestions for other government types that might be interesting then feel free to say so. I think I got the majority of the political umbrella, so to speak.
