"LUA_OPENSCRIPT_CL HLSCRIPT.LUA" does not work

when i put "LUA_OPENSCRIPT_CL HLSCRIPT.LUA" into my console and i get "Couldn't include file 'HLSCRIPT.LUA' (File not found) (<nowhere>)" AND YES I CHECKED AND THE "sv_allowcslua" = 1
