Does PRC only have 4 research slots?

Hello developers,
PRC starts with 1 slot, it can get 2 more slots from nation focus and 1 more after removing "lack talented people". So final number of slots is 4 which is smaller than what ROC. Is this working as design?

PRC can have up to 7 slots, the Economic Reform focus gives you 3 slots
