I saw in this thread it may be a bug related to watching tournaments. Restarting CSGO may work, or try typing in the console mp_unpause_match, then mp_freezetime 0, and mp_restartgame 1. I don't have this bug, so I don't really know, hope it helps :/

There is a spot where you can jump in to spawn , and you get stuck , atleast it happaned to me in the server
