Maybe a note at the Power Plant, reading something like:
"We're experiencing a power blackout, nothing major though. I don't think it will be online for a while. Until then we wont be receiving any communications from outside the city. We should have the problem resolved in no time.

I'll add in a note similiar to this in the next update but it will most likely be placed at Duga to avoid affecting the main story line. As for who the note is from what would you like the name to be?
