e.g. Normal Battleship build speed is 179. If the modifier was working correctly, I would expect shipyard Battleship build speed to be 0.5*179 = 89.5 (so 89 or 90). In fact, it is 122, meaning the build speed multiplier actually being applied is x0.682 (-63.687%).
EDIT: I've realized that -100% may in fact mean "build instantly" instead of "halve the production time", but the point still stands that the math is wonky.
