Anyone else have low spawn rates?

I was messing around with this map for a couple of days to test it out and see how it is to possibly use on a server, and I have been getting the Island spawn numbers on a map way bigger than the Island, so as one might guess, there are several places that are empty. Any suggestions for a fix?
