Wolf and Purlovia High Level Overspawn

Hello, we use Extinction Core and have our level cap adjusted to max level 699 creatures. However, we noticed that, in the snow biome at 65,75, wolves and purlovias are spawning at 1000-1300+ level. Has anyone else encountered this issue, and perhaps been able to solve it? Thanks!
