Ai accuracy settings based on rank

how do i enable these settings, because i have entered the values i want for each rank in the config file and then i select the rank in game for an entire unit and poor ranks still perform very well against high ranks which should be all but aim bot, so i dont think this feature is enabled, can anyone shed any light on this.

As server host, make sure file patching is enabled. You can select this in the Arma 3 Launcher under Parameters -> All parameters :)
