Does the Vcom ai overrides the difficulty settings in game or they work together?

I was wondering if the skill and precision settings in the game settings affect the vcom ai settings? They work together? or who is the dominant one? Thanks.

yes, Vcom overrides skill settings, you have to change them in Vcom settings
