Titanium

When I go to make titanium at the elctrolyzer I get one (yes one) titanium from 16 plasteel, is this how its suppose to be?

Use a drill to get more of it. You can also find veins to mine occasionally. Crafting the base materials seems like more of a emergency method rather than what one would normally use.
