it's been 2 whole weeks and I dont know what's going on I have tried everything I went to youtube and checked out all the other bloggers and seen they were capable of recruiting their prisoners but after much time has passed and the many HQ bases I have made I still cant recruit any prisoners I literally tried EVERYTHING YOU CAN NAME OF. I am not using or downloading any mods I am just playing the game as how I got it. It isb2019 now and all the ways to recruit a prisoner in the 2015 youtubers videos on recruiting a prisoner. Even 2016. 17.18 and 2019. Please help!! I need either an admin to help me or the owner of this game! Lol please help
