Recruit not working i dont know why

I doubt that anyone will answer me, but I want to ask, no one can recruit me, I know that I can recruit a maximum of 30 people, but I only have eight dialogue with prisoners, but it doesn't work, I tried restarting, etc., but it doesn't work
