will there be a version of this available for those who don't have the game on steam now that steam workshop downloader has cease to be

I believe there are already multiple places where this mod is being uploaded by others. Personally I do not have any plans on doing so.

I think the site which usually has the uptodate version is https://stellaris.smods.ru/archives/95
