I think it's pretty balanced, what do you guys think?

What about change the speed underwater instead of the damage ?
And A little bit more slow on the ground ?

I think it would be an original stat but it would be pointless and kind of useless imo.

-No random criticals
-25% base damage

Like others said. The normal stats at the top should be in, But I think the heavy should be able to do a 3s bleed on hit.

As i saw at the reskin the stats are currently:
+50% faster move speed in water
+25% damage bonus in water
+30% faster attack in water
-30% slower move when not in water
-25% damage penalty when not in water
-30% slower attack speed when not in water.

While weapon is active:
20% faster firing speed
Faster move speed while in water
Deals critical hits on wet players
Marked for death while active
25% slower move speed on land
+30% Movement Speed Underwater
+25% Firing Speed
+Mini-Crits Under Water

-15% Max Health
- Does No Damage From Front of Enemy

I don't know if this would be too OP but I think there should bea couple seconds of bleed damge :P

+in water, crits will happen (making the hoovyshark)
+player will bleed if hit
-40 damage penalty if not in water (20 - 10 damage)

Actually, the Heavy has that acheivment where he has to kill 50 people under water and it's pretty hard to get. So I think it could be very usefull.
