Had a problem that the manpower was not properly counted after making everything a core territory. The extra population was not added onto manpower. All the numbers were correct (population in cores, used manpower, supposed free manpower) but the total free manpower never increaded and I couldn't train units once it reached 0, so it wasn't a graphical bug. Tried saving and loading but this didn't fix it, tried increasing consciption laws to see if it would catch up, it never di, was always about 500k short of what the real total should be

I'm afraid the problem is not within the mod. I've experienced the same issue playing the France. Even so that there is no core adding or removal in there, it simply did not update the manpower pool when changing conscription laws.
Also when I've had this issue on Hungary, changing the conscription laws once again made the game recalculate the pool and got the proper numbers.
