playing on PEI same issue

I seem to be having no issues on my server, (they don't have the guns customly added in the editor) Are you sure its not a edited washington or are you maybe not subbed to the mod.

I can't spawn any weapons in any maps can't find it anywhere too

I know this is old but it was at the top already anyways.. It may be because MANY mods were not updated to the new Unity version when Unturned updated - so a lot of the older, cooler mods have issues spanning from immediate crashing the servers, invisible spawning or no sounds.
