Blacksmith Smelter Fix
While I find it really great to be able to smelt steel at an earlier point, the smelter seriously needs a way to optimize what it smelts.

More than once now I've had a stockpile of trash-tier armour right beside it, and the first thing that gets smelted is my Royal Plate Armour.

Really kind of frustrating.

You should edit the bill to limit what can be smelted. Restrict the quality to poor/awful. Also make a bill with the HP of the item < 50%.
