I had this issue. Was actually Bitdefender blocking it from happening. Had to give the application (Rimworld) access. So might want to double check your protection software. Though I thought it a bit odd that the application would even load. It did. Just couldn't save anything even via mods or a game until I gave it access under Bitdefender.
