Alright, so i found the little guy, and where i found him is near the watchtower, from the dragon born quests, i had walked down the path a bit and heard him scream "SPAAAAAAAACCCEEEE" and found him in the burnt down house off the path, so to recap, go to the burnt down watchtower, with whiterun at your back, turn right down the path, and you'll encounter him
