It probably just got scrapped and it almost definitely got scrapped when Bethesda cancelled the future DLC.

i want portal 1's Cake sphere that is a salesman that sells food.... Just put him in whiterun in a shop and call it good. Or do the curiosity core follower. EVERY time he he sees a door to a dwarven ruin he would say like "ooh, what is that?". that would be awesome.

Only english localization?
