Federation wont form.
Wanted to do a game as the united federation so went through the game from 1936, starting as US, swapping to Martians and conquering all factions to do the focus "final measures". Ive done this event over 20 times reloading and it still hasnt fired. Did I ♥♥♥♥ up somewhere or is it really low rng? Any way to manually fire it?

The federation won't form if you go down the Communist path, and if you don't go down that path there is a 90% chance for it to spawn for a human player, and a 50% chance for the AI. It spawns first in Hawaii, then quickly gets events that annex any nations still not at with Mars.

Im not communist though. I went down the fascist path. Is there anything I may have missed that causes it too not fire? I beat all the great powers and main factions. There is only the chinese united front.

I had them form, but my save crashes the next day, assuming that is when the Federation "annex everyone else" event fires but it obviously gets stuck somewhere.

Anyone have a working save with it?
