It doesn't always happen; the USA has to not be in a faction and still control Chicago, among a few other requirements. Its part of the reason I added another start date, to give players the scenario where the USA does have that event (since the way the AI works its highly unlikely to happen with an AI USA).
Oh okay that makes sense, but if that is the case, may I suggest you move the sequence of events or forming the Global Defense Initative or joining the Allies until after that event has fired.
