RE: Adding AI Configuration For Fighter Plane focus (adjust research progression)

Adding an option to configure AI fighter plane focus so that AI doesn't research 1944 planes in early 1940 would be really nice. Britain, Germany, Italy, and Japan all research advanced fighter planes way too early in an ahistorical fashion if user adjusts difficulty for each nation.

I can make this part of the mod's historical mode setting. Will have to wait until after the next DLC is released when I release the next update.
