doctrine problem
Hello, thx for your great doing but i found a problem.

When the AI finish most of the tech(1950s), they try to research 2 doctrines at the sametime. or change their doctrine suddenly even they don't have to

I never used other mods, i used only the 'expert ai 4.0'

Is this kinda bug?
