does this fix the Russians from shifting large amounts of divisions to interior garrisons or to the Far East even though they are not at war or threatened by Japan? Is this compatible with EAI?

I am playing now and the Russians have shifted 50% of their forces off the western front to garrison the interior and Manchuria, Afghanistan and Iraq. They have done this 3 times in the past month. Very annoying.
