Can't get force choke or force kill to work?

I can't find any solution for this, but I keep looking. No matter what I try, I cannot get either of these abilities to function. Force lightning works just fine. I know there's no animation for it, but there's literally just no effect no matter how long I hold the cursor over an enemy. Any suggestions?
