Just different ammo types.
The elephant guns in the double barrel configuration were beloved by many hunters then and now because they allowed two shots to be quickly discharged, meaning two chances to stop the elephant/lion/whatever. Bolt rifles may have had more shots, but the first 2 shots were slower to fire than the first 2 from a double rifle, and they were marginally less reliable.
Most gamers have no idea what a double rifle is because they have appeared in like, 2 games since the beginning of time, wheras double barrel shotguns have been seen in about half of games ever made.
