The way EU4 populates random tiles with countries is through scenarios. I do not know how to force certain groups of scenarios to spawn on a single continent. However, I do know that you can adjust the likelihood of each of these scenarios spawning.
The way this mod works is by adding in scenarios with different culture groups (ie German, French, Chinese, etc.) Most of these have weights of 2500. By comparison, most of the vanilla scenarios are around 1000 for South America and 200 or 500 for North America.
I can change the weights if other players vocalize the desire for more North American tribes however in the mean time you can play with the numbers yourself and adjust them to what you would like to see.
There is only one file you would need to change is Documents/Paradox Interactive/Europa Universalis IV/mod/ARandWorld/map/random/RNWScenarios.txt.
The scenarios you are looking for are:
scenario_totemist_kingdoms
scenario_totemist_tribes
If you want more empty totemist land change:
scenario_empty_totemism
To increase the weight just change chance = 500 to chance = [insert whatever number you want here]
I'd recommend starting by changing to chance = 2500 and going from there.
