I think a new mini dispenser would be very helpful to the engineer as a class because now the engie can reliably support his team with quick heals instantaneously instead of having to hide his dispenser in a corner where enemy spies can easily sap it. And since the regular dispenser has a long construction time, an offensive engie can't be bothered to help construct it since he needs to put down more mini sentries. With a mini dispenser, one can easily just plop the dispenser down almost anywhere and help his teammates easily and effectively. Although this scenario would easily assist in offensive engie play, the mini dispenser would not be as helpful in defense, since a stock engineer can setup his dispenser during setup time to level 3 which would be more helpful in guarding a position rather than a mini dispenser would. Finally, since the gunslinger is specialized in offensive engineer play, and the mini dispenser offers more support in said offensive play, pairing these two up would make the engineer more reliable in general when he is attacking a position, giving him more of a support role besides the teleporters when attacking. A sensible downside to the dispenser would be (obviously) much less health than the regualr lvl 1 dispenser. I would personally recommend about 50~80 health to allow a soldier to one-shot a mini dispenser, promoting the use of the mini dispenser similar to how a Heavy uses a sandwich (sorry, sandvich).
