You should do some research about modding in Titan Quest before asking your next question.
I have found an old version of Mod Merge on a German site.
I tested it yesterday for merge the allskins mod v 0.8 edited for anniversary edition with the GoG version xmax mod.
i made a version with x2 option & x3 option & it seems to works after few tests but I’m not completely sure so I need your help for more tests on it.

A quick tutorial for you too :
1. Place mod merge folder in game directory or you will probably get some errors when you launch him but it seems to work too if you place him somewhere else & launch him in administrator mod.
2. At the top of the window, you must indicate the path for the game directory. It's the same for titan quest & extension Immortal throne with anniversary edition (It not seems to be important but without these 2 parameters the compilation is impossible).
The 3rd path for mod directory will be automatically detect.
3. 1rst column select map where you want to merge your mods (In my case for example it was allskinsv0.8 map). Only one map to select so.
4. 2nd column select the concerned mods for merge. Be sure than the selected mods will be compatible together (ex: don't select xmax mod X2 option with X other option)
5. in the last column select the assets if necessary for the selected mods if there is for them.
6. On below in destination field write the name of your merged map. It's not a path field it's just the name (I made this mistake XD). Click on compile! button.
If compilation was successful the merged map will be automatically place in CustomMaps directory like your other maps and it will not overwrite or affect the maps you selected for merge.
& it's done guys.
Now you can launch the game & launch your custom merged map like the others.
