Can't Tame Manticore, Torpor wont go up even when Manticore is moving and being shot in the head.

ewed manticores torpor via Super Spyglass, Friend was being carried by argy (which i was riding) he shot the manticore with 70 + super tranq arrows, all in the head and it did not gain any torpor (spy showed 0). Force taming showed the manticore taking around 2000 torpor per arrow, out a total of 60000. Help?
