Item Broken/Scam?

I got the addon but once i get on TF2 it is not there. Is this addon broken or a scam?

This is not an Add-on, this is a workshop submission. It will get added if Valve wants to.

You are also not scammed since you didn't lose anything

Well, there are some workshop that actually work as add-on such as Gmod, Skyrim, SFM, and any other game.
