and yes you usally get it by operating on downed mechanoid units. scythers give 1 oil unit, centipedes 2. exotic goods trader will sometimes have some (if a mod adds a trader which deals with exotic stuff they have it too). later one if you have a stasis pod you can use that to get oil, but needs 20 oil to build. so you will have to get started with the first two options to get you set up.
edit/update: since rimworld 1.0 now you have to disassemble the mech corpse and get 1 oil as an additional product from it. so slightly lower amount overall, but you dont have to down them.
