You need to own a feif (village, castle or town). This will let you recruit one or more of the lances available there. If you recruit them all, it will take some time for them to replenish before you can recruit more.

Each lance gives you about 10 troops. They are of various class (ranged, infantry, cavalry) and tier. They will belong to the feif's culture and are ugradable.
