Coop is not patched correctly in the game

To make coop work its simple

Find your Call of duty install folder

IF steam it would be in say C:\Program Files (x86)\Steam\steamapps\common\Call of Duty Black Ops III

Unless you install to a diff library location

Create a Folder called mods

In the mods folder create

usermaps
usermap

Those two folders will fix coop
