Certain modded civs don't show up but are selectable in a normal game

Civs not on the list

For some reason I can't get any modded civ to appear on the list except for Tojo's Japan. Despite this, those modded civs can show up as AI players. I used to be able to choose a from any of them but now I can't seem to get any mod civ to show up. Is there any fix for this?
