My idea:

Pros:

20% Less damage from weapons that hit your back

+40% Swimming speed

Cons:

10% Slower movement speed

User Cannot crouch

Jarate and mad milk last 2 seconds longer on you

These are kinda Under-Powered...I mean...Not being able to crouch, moving more slowly, Jarate and Mad Milk lasting longer....all in exchange for 20% less damage from back attacks and a faster swimming speed? The back-attack resistance sounds like it would be mainly effective against Spies...except that Backstabs are instant kills regardless. Besides, the Sniper already has the Razorback.

I like the increased swimming speed idea, though. I'll try and make some new stats incorporating that:

+60% Swimming Speed

-10% Damage from all melee attacks

Upon death, the wearer explodes. This has the same radius and blast damage as a standard rocket.

Negatives:

+35% Explosive Vulnerability On Wearer

-10% Land Speed

Pros:

+20% Swimming Speed

This item could sort of act like a sheild.
It could have a certain amount of health, ex 20?
When you still have the shield, you move 15% slower.
After you take enough damage from behind, you move 10% faster.

I just looked up the Soldier's Rocket Launcher, and it deals around 90-100 base damage, and since it was my original plan was to just have a rocket-styled explosion on death, it kinda makes sense.

My only gripe is the "Head shots do 3 seconds of bleed damage". This should be an aspect of a Sniper Rifle, not a secondary weapon. I'll try and make some new stats to sort of "re-tool" this item:

Positives:

+60% Swimming Speed

Upon death, the Wearer explodes (after about a second passes), dealing a large amount of damage in a small radius.

-80% Damage From Melee Attacks

Negatives:

+30% Explosive Vulnerability On Wearer

+40% Knockback Vulnerability On Wearer (This allows enemies such as Pyros to knock the Wearer back and kill them from a safe distance if they can react fast enough)

I think It's OP. Too many Pros and they outweigh the Cons incredibly

This needs to be a part of a new sniper wep. Similar to huntsman. Im thinking a Harpoon of some sort. Also a crossbow needs to be added at some point

Yes, not only is having a kamikaze type death op in itself, but it turns you into a tank against melees. Knockback and explosive vulnerability dont counteract the rest of the item, just make it awkward.

Items effectiveness shouldnt rely on a persons reactions time as you stated before. Also, the classes are already created to have specific target classes and counter classes. An item shouldnt be able to change the classes counters.

This could be a good idea:

Possitive:

+10% moving speed on water
Deals 30 damage and 5 seconds bleeding to spy that attemped to backstab you

Negative:
+10% damage vurnability
-10% moving speed on land
