Thanks for trying out Overthrow.
1. While the criminal gangs and the gendarmes definitely do not like each other, neither are happy to see any other armed groups on their turf - and will shoot at you and each other.
When a town is being fought over, you are best to remain un-armed during the fight and then take on the victor once they are weakened.
2. You can only build / place things next to towns/objectives you hold, FOBs you have placed, or houses you own.
To buy a house, enter it and use the Y menu --> buy. The cheapest house in a low stability area should cost $400 or so.
