Briefly:
Selling things:
1. Selling guns isn't something you can go and do down at the corner shop, as you can with other items.
2. As you move further into the game, you will be able to take control of one of the Port facilities, where you can export items in bulk.
Arming recruits:
1. In the early game you have a couple of options: You can order the recruit next to a car / supply crate and then press Y -> Open Inventory which will allow you to arm the recruit from the contents.
2. When you have established yourself and have bought a barracks and a warehouse, recruits can be purchased directly from the building and come pre-armed based on what you have stored. (read the wiki articles for more details on these buildings).
